"literacy tests"

By Jessica McElrath, About.com

Definition: Literacy tests were used by Southern states from the late 19th century to 1965 to disenfranchise blacks; it was not uncommon for illiterate whites to pass the test while literate blacks were unable to pass. Blacks unable to pass the test were unable to register to vote.
